The Mission Systems Business Unit at Collins Aerospace is executing a Digital Environment Transformation Program (DETP) to transform Mission Systems’ culture, way of working, and development environment into a Digital one.

The DETP is looking for a program chief to set the technical strategy and lead the implementation of the DETP’s Infrastructure as a Service (IaaS) solutions that enable development teams to execute their systems, software, and hardware engineering rapidly, securely, and reliably. This role will work with Digital Technologies and programs, product lines, and executing organizations to define an IaaS capability set, solution, implementation timeline, support model, and system performance metrics for unclassified and classified geographically distributed development environments that are interoperable with external third-party systems. The IaaS solution space includes on-prem and cloud-based solutions inclusive of AWS, Azure, and Oracle. This person will ensure that customer expectations and standards are met, leveraging critical KPI’s and performance data to verify solutions are yielding expected results.

The IaaS program chief will also coordinate and collaborate with Collins Aerospace Enterprise Engineering, Digital Technology, and other organizations across Raytheon on execution plans, priorities, and dependencies to optimize IaaS delivery capability, schedule and cost, and consistent with Mission Systems DETP priorities.


Other responsibilities include:

  • Owns the technical plan and direction of the Infrastructure Services team design, developing, and deploying DETP IaaS solutions that are observable, reliable, efficient, and secure.
  • Leads IaaS solution and service catalogue strategic roadmapping, design, development, and deployment.
  • Defines the service level objectives (SLO), service level indicators (SLI), and service level agreements (SLA)
  • IaaS representative to the Mission Systems Engineering Executive Steering Committee to cadence solution performance and development plans.
  • Responsible for the technical scope for statements of work (SOW) conducted by external third-party, such as consultants.
  • Monitors and cadences IaaS system performance
  • Ensures service delivery execution to all deployed solutions


Basic Qualifications:

  • Must be a U.S. Citizen with an ability to obtain DoD security clearance
  • Bachelor’s degree and 10 years of prior relevant experience OR
  • Advanced Degree in a related field and minimum 7 years experience OR
  • In absence of a degree, 14 years of relevant experience is required


Preferred Qualifications

  • Experience with some or all of the Digital Engineering space, including tools, networking, secure cloud computing, virtualization, data ontologies and interfaces, governance, and compliance.
  • Experience with engineering processes and tools to aid in anticipating internal customers technology needs
  • Familiarity with modern container services and orchestration systems such as Docker / Kubernetes
  • Experience in an Agile DevSecOps methodology environment
  • Experience with both legacy (bare metal / self-hosted) and cloud-native environments
  • Working knowledge of networking
  • Experience in application development/migration in cloud environments and technologies, as well as customer data types of protocols and policies
  • Experience with Amazon Web Services, and Microsoft Azure, and migrating from on-prem to cloud
  • Linux Server Administration
  • Experience with US DOD Cybersecurity Maturity Model Certification (CMMC)
  • Experience with US Government Risk Management Framework (RMF)
  • Experience executing systems performance analyses using tools like Elastic Stack, Zabbix, Grafana, and others
  • Knowledge of earned value management, inclusive of financial and schedule planning
